Our prices are regulated
The prices we charge are regulated by the Australian Energy Regulator (AER).
Every five years, Jemena, like most other electricity networks, is required by the AER to review and submit a new customer electricity pricing and services plan. Jemena’s next plan is for 2021-2025 and will outline our services and pricing for that 5 year period.
To develop our 2021-2025 plan, we will be talking to customers like you to ensure we continue to deliver the services that our customers need and expect.
Victorian Electricity Future Forum 1
The Victorian Electricity Future Forum was held on Wednesday 1 November 2017. It was the first in a series of engagement opportunities that the Victorian distributors—AusNet Services, CitiPower, Jemena, Powercor, and United Energy—will be holding to examine what network prices should be offered and how best to maximise the benefits to consumers.
The 56 stakeholders—including consumer groups, state and federal governments, regulators, industry groups and associations—participated in the forum to collaborate and share the challenges and opportunities that could arise from changes to household network pricing, and work towards identifying key objectives to guide changes for the 2021-2025 regulatory period.
Whilst the forum discussions helped inform regulatory proposals, the event was about much more than just regulatory submissions and pricing. The forum explored a range of consumer and stakeholder perspectives on what else is needed to facilitate effective electricity network tariff reform, whether that is better information and data for consumers, technology that will enable more efficient engagement, or research.

Victorian Electricity Future Forum 2
Carrying on from the successful November 2017 forum a second Victorian Electricity Future Forum was held on 18 April 2018.
Leading into the second forum, a report (External link)by global consultants The Brattle Group (Brattle Report) articulated five key objectives to guide the design of household network pricing based on the set of objectives devised by participants in the initial forum.
The second forum commenced with a panel comprising representatives of The Brattle Group, Energy Consumers Australia and Clean Energy Council and included three workshops which touched on the following themes:
1. Participants tackled the key question in The Brattle Report, “Should network pricing be designed with retailers or consumers as the target audience?”
2. Participants considered network pricing options to try to understand what consumers would value.
3. Participants considered complementary measures that should be considered alongside any changes to household network pricing.

Pricing Structures Options Paper
On the back of two successful forums in November 2017 and April 2018, the Victorian electricity distribution businesses have shortlisted four pricing structures which are based on five key pricing objectives (see list of pricing objectives below).
The newly-released consultation paper is targeted at residential and small business customers, and uses plain English language to explain benefits and challenges associated with different pricing structures. The paper also discusses the impacts of different implementation options (see graph below) so that stakeholders may understand the community-wide outcomes.
The Victorian electricity distribution businesses are seeking stakeholder views across three critical areas:
- Preferred pricing structures (among the four shortlisted options)
- How stakeholders would prefer a move to a new pricing structure be made (the “pace of change”, see graphic above on this)
- Possibility of peak time use rebates (as a complementary measure).
Jemena has already conducted consultation sessions with residential customers as part of our People's Panel process. Customers were presented with various tariff options and possible implementation pathways. A report detailing our engagement and customer preferences can be downloaded here.
